I made this a sub-task of SOLR-14306 but I regret it. Maybe that one should be
closed and we simply pursue Curator without general abstractions. Although
there actually is one here -- DistributedLock and
DistributedCollectionLockFactory and DistributedConfigSetLockFactory.
