Solr initializes Open Telemetry by loading a tracer through
`TracerConfigurator.loadTracer` inside of core container. This is not dynamic
enough to also load the SDK to accept and read metrics as well. This story
proposes generically initialize Open Telemetry for not just tracing but for
metrics as well. This will also expose Prometheus Metric Reader and Meter
Providers to obtain instruments for recording metrics with Open Telemetry
