Internal API call {{FORCEPREPAREFORLEADERSHIP}} was added long time ago. The
name is still part of core operations, and it has a request class
{{OverrideLastPublished}} in SolrJ.
This operation does nothing anymore. The implementation on server side was gone
as part of SOLR-12011.
With Solr 10, we should remove all references to this name.
