SolrMetricsContext and SolrMetricManager needs changes with methods of
retrieving OTEL meter instruments for recording telemetry (Counters, gauges,
histgrams...) with attributes. This integrates this logic into Solr as a
foundation before overhauling all overridden initializeMetrics methods.
Will also use SolrMetricManager's OTEL PrometheusMetricReader for end to end
flow to output Prometheus Metrics without the internal PrometheusFormatter
doing the Dropwizard to Prometheus conversion.
