[~ab] [~dsmiley] [~mlbiscoc] as I'm currently working on exporting these 
metrics in prometheus format 
(https://issues.apache.org/jira/browse/SOLR-17797), I've noticed some of the 
discrepancies, in terms of what is being tracked, between the metrics for 
historical merges vs. actively running merges. I'm happy to work on revamping 
these metrics based on the discussion here (i.e. changing the current "running" 
merge metrics to start/stop counters for merges, segments, and documents).

In doing this, I'd also like to enable these metrics by default rather than the 
current enabling via solrconfig. Would there be any opposition to this?
