Apache Lucene 10.x supports better binary quantisation.
Implemented in the
org.apache.lucene.codecs.lucene102.Lucene102HnswBinaryQuantizedVectorsFormat.
The idea is to expose it in Apache Solr.
This contribution may follow the same style as the scalar quantisation
contribution, adding a new field type for the binary quantisation.
