Solr's Prometheus exporter is costly to maintain and with OTEL migration, the
/admin/metrics endpoint will natively expose Prometheus/OpenMetrics so the
exporter is no longer necessary or useful.
In Solr 10, we should remove this exporter entirely and push users who want to
decouple their metrics pipeline to external tools that either just scrape the
/admin/metrics or use something that is OTLP compatible such as the OTEL
Collector which Solr will support.
