"bootstrap_conf" (boolean) is different albeit related; I think that's ancient
and we should ultimately remove it. It was a way back in Solr 4 to bootstrap a
non-SolrCloud to SolrCloud automatically... kind of a POC IMO. Definitely not
a production worthy thing. It's a hack. Better to ensure we don't advertise
this and remove from Solr 10.
