Description: Lucene 10.4 released last week and contains several important
Vector search related changes. It also contains a critical enhancement which
moves the MIN_SUPPORTED_VERSION (Version.LATEST-1) check to the segment level
instead of requiring that the index be created in version no older than
MIN_SUPPORTED_VERSION. This is necessary to be able to open the indexes
originally created in Solr 8.x and upgraded via the recently introduced index
upgrade capability (while on Solr 9.x). (was: Lucene 10.4 released last week
