Yeah, the whole baseConfigSet thing feels a bit odd and I don't love the
semantics. I sort of understand that you can't just create a configset that
doesn't have all the various files etc you need, hence the upload a zip
support. It's all based on the idea you create the configset outside of Solr
and then bring it it. This "create" is really just a clone. I'm going to
mull on it a bit more.
