Solr 9 never collected replica state metrics internally. Previously, it exposed
it being scraped from the Prometheus Exporter but from
"/admin/collections?action=CLUSTERSTATUS" and doing some JQ parsing. With the
Prometheus exporter gone, there is now a gap in missing these metrics. I
propose to bring them back but properly collect them this time and expose them
from OTEL.
