@dsmiley what do you think about us creating a seperate "blocker" issue for 10.1 that is "Determine CLI commands that operate only on ZK with no Solr node running", and then carve off that thinking? If we made that a seperate issue we could fold in some CLI docs "these functions work without a running Solr, and you need a zk style solrConnection string", and we could add some integration tests to make sure that functionality works as advertised?
