Summary: Add changelog types reference guide to dev-docs

To improve the developer experience and keep our unreleased changelog entries
consistent, this change adds a quick reference cheat sheet table directly into
{{{}dev-docs/changelog.adoc{}}}.
The table maps out the standard changelog types ({{{}added{}}},
{{{}changed{}}}, {{{}deprecated{}}}, {{{}removed{}}}, {{{}fixed{}}},
{{{}security{}}}), provides a brief description for each, and gives concrete
examples of when to use them.
