`SolrTestCaseJ4.ignoreException(String)`, `unIgnoreException(String)`, and
`resetExceptionIgnores()` have been deprecated since 9.0 in favor of
`ErrorLogMuter`. Remove the three methods and migrate any remaining test call
sites to `ErrorLogMuter`.
