   Fixes #10

   Adds a `make licenses` target that writes `THIRD_PARTY.md` with pip-licenses
(`--with-authors --with-urls --format=markdown`, as proposed in the issue),
commits the generated file, and documents the step in `DEVELOPER_GUIDE.md`
under Miscellaneous.

One change from the proposal: pip-licenses is not added to the `develop`
extra. Running it inside the project `.venv` would also list pytest, ruff, tox
and the rest of the develop/test tooling, which aren't shipped. The target uses
`uv run --isolated --with pip-licenses`, which builds a fresh environment from
`uv.lock` with only the runtime dependencies and adds pip-licenses just for
that run. The project itself is left out with `--ignore-packages solr-orbit`.

Tested by running `make licenses` with uv 0.13.1 on macOS / Python 3.12. The
file lists 64 packages, every version matches `uv.lock`, and none of the
develop/test packages appear. The only platform-specific runtime dependencies
in the lock are Windows-only (colorama, tzdata), so Linux and macOS produce the
same list.

For reference, two entries are MPL-2.0: certifi, and tqdm (MPL-2.0 AND MIT).
`create-notice.sh` is unchanged.
