I guess this can be decided on a per-metric basis, and split it into separate
sub tasks. E.g. to reconstruct the replica state panels we could probably let
each node emit the replica state for the replicas on that node and prometheus
would get the full picture. Unless a node is down, in which case it would not
answer the metrics endpoint and there will be no data as opposed to explicit
replica state data; in which case the overseer would be the only one able to
report the down state for those replicas... But let's do the MVP dashboard in
SOLR-18534 and then follow up missing pieces in dedicated JIRAs.
