## Summary
- Upgrade the Gradle wrapper from 9.7.1 to 9.8.2 (`-bin`,
`distributionSha256Sum` pinned; `:wrapper` run twice so the scripts and jar
come from the new templates).
- Add a root `gradle.properties` (with the ASF license header required by
RAT) enabling the build cache and setting UTF-8 for the Gradle daemon.
## Verification
- `./gradlew tasks` green before and after the upgrade.
- `./gradlew build` passes on 9.8.2, including `spotlessCheck` and RAT.
## Not included
- Configuration cache: enabling it fails because `build.gradle.kts` runs
`docker info` via `ProcessBuilder` at configuration time (in the
`dockerIntegrationTest` setup). Fixing that is a separate build change.
- Structural changes (e.g. `buildSrc/` to `build-logic/`, moving
`repositories {}` into settings).
Commits follow Conventional Commits and are signed off (DCO).
