Both OCI packages live and public in GHCR. See in the right hand menu on the repo home page or https://github.com/orgs/apache/packages?repo_name=solr-operator. They became public without involving INFRA. Back filled last two versions. I'll put up a PR for the remaining part, i.e. the documentation and declaring the OCI as the default helm registry. No matter if the next version will be v0.10.0 or v1.0.0 we can cross publish to OCI and helm repo for the next release, and then decide to skip helm repo for the following release.
