Update Web server stack (#4845)
Differs from main: branch_10x already has Jetty 12.1.14 (SOLR-18297), newer
than this commit's 12.1.12, so the Jetty bump is dropped; only the hk2 4.0.1 ->
4.0.2 bump applies. Lockfiles and licenses regenerated.
