Closing as a duplicate of #85, which tracks the same request and carries the design discussion — in particular whether this should be one-time bootstrapping from a ConfigMap or a full `SolrConfigSet` CRD that owns the configset. The ZooKeeper-client concern raised here is no longer relevant: configsets are uploaded through Solr's ConfigSets API rather than written to ZooKeeper directly.
