What if we start exploring skills in this repo as well. One could be a `prepare-pull-request` skill, doing all kinds of checks, the kind of things we know we are looking for in a good PR, including the changelog/no-changelog call, and if yes, could it amend an existing one already covering same feature (adding another JIRA/PR number to the issues array).
