In order to validate signature files, users must have access to the KEYS file.

This is present at

http://www.apache.org/dist/incubator/spark/KEYS

but needs to be copied to the TLP directory at

https://dist.apache.org/repos/dist/release/spark/

so it becomes avaliable for the 0.9.1 release
