Given that Scala 2.12 hasn't been released yet, I think that our goal is to 
make sure that the current APIs will be capable of cross-building for 2.12 once 
it is released.

Therefore, I don't think that we need to halt the code freeze to wait for other 
libraries to cross-publish; we only need to make sure that we haven't committed 
to any decisions that back us into a corner / would require API breakage in 
order to support 2.12 (in SPARK-14643, we were originally afraid that 2.12 
would require breaking changes to certain APIs, but came up with a solution 
which preserves compatibility).
