Right now when the user runs `CREATE EXTERNAL TABLE` without specifying `LOCATION`, the table will still be created in the warehouse directory, but its metadata won't be deleted even when the user drops the table! This is a problem. We should use require the user to also specify `LOCATION`. Note: This doesn't not apply to `CREATE EXTERNAL TABLE ...
