No it doesn't for me, I can see it properly set in the Environment tab in the 
application details UI, but still it spawns as many executors as it can based 
on the cores and memory available. {{spark.executor.instances}} seems to be the 
equivalent of {{--num-executors}} in Spark Config (and therefore a YARN-only 
option).
