All SQL Query tests use the timezone as Los Angeles by default.
DataFrameTimeWindowingSuite uses GMT. Since all existing SQL tests use Los
Angeles, DataFrameTimeWindowingSuite should also use it for consistency
reasons, as there is no specific reason why it runs on GMT.
