I'm fine separating the write modifications into their own PR; I think I 
suggested that on the PR. But I do think that if the current PR goes into 
2.4.0, this addition should as well.

As far as adding WriteConfig without BatchOverwriteSupport, I think it should 
be fine temporarily. It also corresponds to ScanConfig, so it is reasonable to 
have it there. We can also note the overwrite use in the WriteConfig docs 
before the overwrite API is added. Up to you how to move forward on this.
