we also use csv format to write files like for example bsv (bar delimited, 
interpreted by systems that do not support quoting at all). having an output 
that used to be:
{code:bash}
1|John Doe
2|
3|-
4|
{code}
become:
{code:bash}
1|John Doe
2|""
3|-
4|""
{code}
will no go down well.
