Just updated the code to move out logic to load/store state from physical exec
to state manager, and enable config on state format version.

If we are OK with remaining logic exclude state, I guess we can move forward
for now and go on reviewing the patch. We have plenty of days to revisit state
format before next major/minor release, and now I'm not sure there's
alternative state format which dramatically increase performance.
