So, I have the impression that the follow-up work in the Epic
https://issues.apache.org/jira/browse/SPARK-25994 isn't proceeding right now
for various reasons. Spark 3 is fast approaching. This has been merged and adds
three new modules (empty for now). I'd like to back this out for Spark 3.0, as
it won't do anything anyway in its current state and might needlessly commit to
the structure in a major release. This doesn't imply it can never happen or
anything like that, I'm just narrowly concerned with not releasing a little
slice of this in 3.0.
