[~david.wyles], I tried your sample code in my local dev environment. 

Kafka: 2.7.0

both the input topic and the output topic have a single partition

 

There are fewer messages in the test topics. However, the read speed of Spark3 
is still noticeably slower. In my case, Spark2.4 took around 7s while Spark3.1 
took 11s. I have tested a few times, the results are quite consistent.
