There are some depdency conflict on:
[https://github.com/scipy/oldest-supported-numpy/issues/39]
pandas and scipy are depends on it so we couldn't install them on aarch64 with
pypy3 now.
I submitted a fix: [https://github.com/scipy/oldest-supported-numpy/pull/40]
Now, it's merged, just wait for next release an have try agiain.
