Migrate the following errors in QueryCompilationErrors:
* unsupportedIfNotExistsError
* nonPartitionColError
* missingStaticPartitionColumn
* alterV2TableSetLocationWithPartitionNotSupportedError
* invalidPartitionSpecError
* partitionNotSpecifyLocationUriError
* describeDoesNotSupportPartitionForV2TablesError
* tableDoesNotSupportPartitionManagementError
* tableDoesNotSupportAtomicPartitionManagementError
* alterTableRecoverPartitionsNotSupportedForV2TablesError
* partitionColumnNotSpecifiedError
* invalidPartitionColumnError
* multiplePartitionColumnValuesSpecifiedError
* cannotUseDataTypeForPartitionColumnError
* cannotUseAllColumnsForPartitionColumnsError
* partitionColumnNotFoundInSchemaError
* mismatchedTablePartitionColumnError
onto use error classes. Throw an implementation of SparkThrowable. Also write a
test per every error in QueryCompilationErrorsSuite.
