Summary: Relax ordering constraint for CREATE TABLE column options

Currently the grammar for each CREATE TABLE column is:
```
createOrReplaceTableColType
: colName=errorCapturingIdentifier dataType (NOT NULL)? defaultExpression?
commentSpec?
;
```
This enforces a constraint on the order of: `(NOT NULL, DEFAULT value, COMMENT
value)`. We can update the grammar to allow these options in any order instead,
to improve usability.
