This is reverted from `branch-0.1` and retargeting for `v0.2`.
For the record, the reason is that this feature requires Apache Spark 4.0.0
RC5. `Spark K8s Operator v0.1` release cannot depend on the unreleased
versions. So, Apache Spark `4.0.0-preview2` is the only one we can use in
`Spark K8s Operator v0.1`.
