Description: Make some simple refactoring to the Python UDF extraction
logic in ExtractPythonUDFs.scala. Rename some methods and documents terms and
concepts, removing some sources of frequent confusion (e.g., canChainUDF
actually controls parallel fusing, not chaining!). (was: This is a simple
