It is getting increasingly difficult to introduce changes to the worker
management logic in SparkEnv and PythonWorkerFactory.
* simplify the worker api
* avoid polluting sparkenv with the logic
* ensure that arguments always equal the factory key, and simplify retrieval
of python workers after creation
