Inspired by [40045|https://issues.apache.org/jira/browse/SPARK-40045], to put
translatable filters to the left side of untranslatable filters in
`FileSourceStrategy`

select xxx from table where hash(c2) = 2 AND p1 = 1 AND c1 = 1{code}
before
{code:java}
*(1) Filter ((isnotnull(c1#0) AND (hash(c2#1, 42) = 2)) AND (c1#0 = 1)) {code}
after
{code:java}
*(1) Filter ((isnotnull(c1#0) AND (c1#0 = 1)) AND (hash(c2#1, 42) = 2)){code}
