Given the JIRA status, as a release manager of Apache Spark 4.1.0, I inevitably
filed SPARK-54261 (Disable `spark.sql.scripting.enabled` by default in Apache
Spark 4.1.0) which means to expose this in Apache Spark 4.2.0 only. Here is a
draft PR for now until we made a community consensus on the maturity of this
feature in Apache Spark 4.1.0.
