Resolution: Won't Fix
Hi [~dongjoon], thank you.
Let me close this first with 'Won't Fix'. Although calculating bit count within
the bitwidth of numbers makes a lot of sense, which is also adopted by many of
the modern systems or programming languages, the current behavior is obtained
from MySQL. Let's keep it as-is to avoid breaking changes
