Looks like zstandard is recently added as a mandatory python library of Spark
Connect.
While this seems to be reflected to the PR build, we seem to miss installing
the zstandard in connect build yaml (e.g. build_python_connect.yml
build_python_connect40.yml), leading Spark Connect server to not work well
with python part.
