Umm, it seems the build cache is inconsistent in the GitHub Action. I couldn't
reproduce the error on my local laptop and I faced a different issue when
running the following steps:
{{% cd dev/infra}}
{{% docker build .}}
{{...}}
{{> [12/27] RUN curl -sS https://bootstrap.pypa.io/get-pip.py | pypy3:}}
{{0.369 ERROR: This script does not work on Python 3.8. The minimum supported
Python version is 3.10. Please use https://bootstrap.pypa.io/pip/3.8/get-pip.py
instead. }}
I will fix the issues and submit a PR.
