Resolution: Won't Fix
Won't Fix -- withdrawn per the SPARK-56908 scope guidance (see PR #56258). This
is a source-only dead-branch elimination: Janino constant-folds {{if (false)}},
so there is no bytecode or constant-pool change, and the ~348x frequency is
below the measured compile-time noise floor.
