To support DECFLOAT with a full roster of arithmetic and special values we want
a IEEE 754 compliant math library. BigDecimal is not suifficient (not IEEE754)
and teh existing Intel library is in C and requires JNI call.
In thsi Jira we port the Intel library to Java.
