Description: Implement a direct dispatcher impl. that supports the grpc
protocol. (was: Follow-ups to complete the UDF protocols, non-blocking for the
major use cases:
1. Introduce a metrics message to support dynamic metrics propagation during
execution.
2. Define clearer plans for handling timeouts.
3. Set up logging for UDFs and make the logs easy to read.)
