ToNumber, TryToNumber and numeric ToCharacter cache a mutable ToNumberParser.
The expressions are not marked stateful, so evaluator copies can reuse the same
expression and parser reference, including generated code references. Marking
the expressions stateful lets the existing fresh-copy mechanism give each
evaluator its own parser. Regression coverage should check independent copies
and parser references, preserved foldability, conversion results, and NULL
handling.
