Publish the Apache Spark 4.3.0 Docker images following SPARK-60639 and
apache/spark-docker#141.
Add generated Scala 2.13 images for Java 17, 21, and 25 (Scala, Python, R, and
Python/R), register the release signing key, update build/publish/test
workflows, and move the floating image tags to 4.3.0.
