Description:
Upgrade the scheduled no-GIL Python build from Python 3.14 to Python 3.15.
Select the python-315-nogil image and python3.15t interpreter with
PYTHON_GIL=0, and update the Dockerfile and infrastructure image cache
references.
Match the existing Python 3.15 job's dependency set and PySpark-only test scope
while pandas 2.x wheels are unavailable. Keep the existing schedule.
