The title of the JIRA is "Add Java RDD method..." but why would this pertain
only to the Java API and not Scala?
RDDs have no defined ordering except in specific circumstances, like the result
of a sort operation. Otherwise, yes window functions don't make sense as there
is no reliable notion of before and after.
