In practice, this is tiny no matter what, but in principle: It's an extra bit
of noise, and anyone finding the other JIRA has to find this one to see what
really happened.
I suggested sorting by (start) time in the other PR, and you seemed to agree.
But then you merged the change, intending to overwrite it entirely. It wasn't a
case of incremental improvement followed by more substantive improvement, which
sounds fine, or else simply deciding later to implement a different behavior.
It would have been easier to not merge the change and ask the PR author to
update it instead.
